Maarten removed the official downloadable client, so Henning (or whoever is on his acc; some other dude) has uploaded another to use in the meantime. They're the same client, just re-uploaded since the original was taken down by Maarten.

I have no clue, why don't you ask him? It says that it's been "disabled", maybe something needs to be fixed with it. Who knows, really

It's kinda hard to reach him on the forums, you need to PM him in-game.
