I'm sure plural can just perm mute the acc itself, not perm mute the acc based on its IP. And I can see Driman getting Perm Muted once Maarten gets back cause Driman pissed him off too.

if we all ignore all drimans accounts and refuse to trade with him, its similar to sanctions from one country to another. So he'll lose interest in the game eventually because runescape is only fun when there is other people to interact with. Of course a perm mute on his main will help a lot
also let me just say, Driman's cronie, Laux is not much better of a person.
