That's pretty simple, when you have such a changing player base, you want to give them something, but not and advantage. So if you give them masks they will look cool, but they will be greedy over time. So if you give them masks they can't trade, they will make outfits and look cool, new players can be jealous, but old ones won't make any profit.

I personally think that holiday items should be added, because this is in-fact a 2006 RuneScape remake private server, and if you are going to have a COMPLETE remake then we need to have all the items, especiallly the ones from 2001-2005 ;P

Let's be realistic here. That would only be true if very few players had rares while hundreds were hunting them. I don't see that happening until a few years, since we're very slowly gaining players. You must realise that the server has been up for half a year now, yet we only have 20-40 players online at once. And most of the players are veterans.

New players could easily afford the rares, assuming that plenty of them are in the economy. But, for this to happen, the Halloween event must last for a full week. This way, most players will be able to receive h'ween masks, and plenty of them.

It would be encouraging for new players to play more since people seem to adore rares.

Yes make the nontradeable FOR NOW and until the servers player base gets bigger 300-400 make them trade able.. see what I mean here do it like runeacape did make them event items FOR NOW and then make them "rare" items later on when they actually can be rare, see what I'm putting out here?
