X2 Exp for Certain Skills to Benefit Eco

I'm getting kinda annoyed of people saying "The economy this, the economy that"
The truth is, pretty much every single thing added to this server will effect the economy in SOME way. And abyssal whips will NEVER become worthless (even with 10x xp) unless they're added to an in-game shop for a ridiculously low price.
