Only way to NEVER hit with magic is -65 magic. If you meant casually hitting but mostly all splashing, then anything higher than -65 should hit from time to time.

tbh i actually knew it was -65 but ah, i just wanted him to make it lower cos im lazy like that, btw i was wearing -67 (iron boots aswell as full iron + b vamps) and was still hitting every like 3 shots
