Unfortunately some NPC's haven't yet been applied to the game, if this is the case then simply send Plural a ::yell message or a PM in-game and I'm sure he'll be happy to fix it quickly for you.

I suggest holding onto your clue scroll, but if you are in a rush, you could drop it and try for another?
