Clue Scrolls - Working and not Working

Specify:
1)This clue wasn't even out until well after 06, and after bounty hunter. The place this is on rs (hobgoblin mines) is a whole 4 wilderness levels off. This clue needs to be removed altogether. This is also the only clue skeletons drop, so that needs to be fixed as well.
2) I don't even know if this one works or not. It was also not out in 06 but I can't test it because it's on trollheim, which is inaccessible. Trollheim teleport doesn't even take you there, it takes you to the troll arena.
