Shorten timer for ::yell?

This is a horrible idea, it would make the people spam more and more, theres private messenge for a reason, ::home also id like to just turn the whole yell off, yell is annoying as hell i think it should be even more if there isnt a staff around in the game and the yell timer is unlimited we will all get very annoyed by all the spammers, really do not support this.
